In a world of colour

clarity stands out

in black and white.

When it comes to mission-critical research and innovation projects, clarity is everything. Clarity sharpens your argument. It unravels complexity. It makes it easy for public decision-makers to tick every box and say “yes”.

But finding it isn’t simple. It takes experience. It takes collaboration. It takes brutal honesty, and careful craft.

We’re here to help you make your case with precision and a human truth, turning clarity of thinking into lasting social difference.

What we do

We’re a public-sector consultancy who scope, analyse and evaluate game-changing research and innovation projects. We work in five areas across the life cycle of research and innovation programmes.

  • Our interventions in policy and research, look to discover where and why larger scale interventions could make a real and transformative difference.

We lay the groundwork for investment by analysing current plans and aligning them to government policy priorities and we identify strategic gaps that need further exploration before investment can be unlocked.  And we research undeveloped knowledge assets to see how interventions could create socio-economic benefits. Wherever we intervene, our work is about unpacking ambiguity and setting out the clearest path forward.

  • Economics is about value. We help our clients understand the value of the services they provide and the assets they look after – public services and assets that are often provided at minimal charge to users but that bring huge value to UK society.

We scope and develop new methodologies, whilst ensuring compliance with HM Treasury’s requirements and providing the details that government depends upon to make decisions. From Economic Impact Assessment to Total Economic Value and Cost Benefit Analysis, we believe in the power of clear, well-structured economic analysis to determine value and impact, and identify how this could potentially be increased.

  • A well-developed business case doesn’t just unlock investment, the questions it asks and answers lead to a better project.

We have written over 50 UK government business cases since we were founded in 2019 - and everyone put forward has been approved . We bring clear thinking and a collaborative, structured approach to working through the complexities of a modern business case – helping our clients make sense both of changing requirements and of unresolved questions in the development of the project itself.

  • Saying why what you do matters and how it makes the world a better place is hard. But doing it well lays the foundations for great plans that can survive delivery in the real world.

We help organisations articulate their vision for the world, and the role they wish to play in making that vision come true.  We work with our clients to help them develop strategies and operational plans, supported by detailed financial models and clear, measurable goals.

  • Our approach to evaluation redefines it as a real-time activity, helping to steer the ship towards its goals through a continuous feedback loop, not just shouting about where it might have crashed.

We dig down to get into the detail of programmes, helping our clients understand not just what impact their interventions have had but also why. We develop robust evaluation frameworks, review processes, identify impacts, establish causality and determine overall value for money.

            How we do it

We bring together world-class teams of technical specialists, sector experts and partner companies to ask the most searching questions and find the most meaningful answers.

            Heart2.png

A more human approach to consulting

We work with our clients, not for them. We listen, empathise and work hard to understand their needs and the context within which they are working. But we also believe in being totally honest, asking those challenging questions that stimulate the necessary conversations, to drive better outcomes.

            Percent4.png

And, a more human approach to analysis

We believe in the value of rigorous analysis, but also hold true that analysis is only useful if it can be understood by all. Because behind every number and statistic is a person, an impact, a story and an aspiration.
